Organizational Structure

The Office of the Executive Director (OED) is tasked to perform the following functions:

• provide overall direction in coordinating the functions and activities of the PCAARRD Secretariat and the National Agriculture, Aquatic and Natural Resources Research and Development Network (NAARRDN);
• provide leadership in developing and implementing focused R&D plans and programs of PCAARRD at the various centers and consortia considering the demands and potentials of commodity assignments, as well as, actual research responsibilities; and
• formulate and implement appropriate policies necessary to undertake the above.

OED is headed by the Executive Director whose functions are the following:

• Under the direction and guidance of the PCAARRD Governing Council (GC), conducts the affairs and business of PCAARRD and implements the policies and guidelines formulated by the GC in accordance with the provisions of PD 461, PD 864 and EO 784;
• Pursues a more active collaboration with government organizations (GOs), non-government organizations (NGOs), private sector and international institutions engaged in R&D training and extension for more effective delivery/promotion of technologies in the countryside;
• Initiates the programming of allocation of all government and external funds earmarked for R and D in agriculture, forestry, natural resources and environment; and
• Spearheads the generation of external funding for R&D.

Deputy Executive Director for Research and Development (OED-RD):

• Leads in the coordination of planning, programming, monitoring and evaluation of R&D programs and projects and formulation of R&D-related policies in the AANR sectors including networking with local partners.
• Supervises the Technical Research Divisions, which lead in the development, monitoring and evaluation of the national R&D programs and activities in their respective sectors.

Deputy Executive Director for Administration, Resource Management and Support Services (OED-ARMSS):
Leads in the coordination of planning, programming, monitoring, and evaluation of S&T support activities such as corporate planning, institution and human resource development, knowledge management, applied communication, financial and general administration. It also spearheads the implementation and coordination of regional collaborative programs, strategic S&T partnerships, procurement and key external linkages. Supervises the following divisions namely, Applied Communication Division (ACD), Finance and Administrative Division (FAD), Institution Development Division (IDD), Management Information Systems Division (MISD), and Policy Coordination and Monitoring Division (PCMD), which are all headed by Division Directors.

• Monitors and evaluates new, ongoing, and completed R&D programs and projects
• Produces and reviews content of information, education and communication materials
• Develops, maintains, and updates R&D program-based information systems

Major Functions:

• Develops, monitors, and evaluates the national and regional crop research and development (R&D) programs.
• Pursues collaborative R&D activities (including funding, exchange of expertise and materials, and equipment) with national and international institutions.
• Coordinates, monitors, and evaluates R&D programs and dissemination of crop technologies and information.
  
  These functions are performed through the following sections:

Section 1 - Planning, Programming and Packaging (PPP)

• Formulates, reviews, and updates the medium term plans of the crops cluster and spearheads the identification and prioritization of R&D programs
• Programs the resources (human, financial, physical) allocated to the division and coordinates related activities
• Manages the information, knowledge products, and processes of the division

Section 2 - Program Development and Resource Generation (PDRG)

• Translates national S&T plans on crops into R&D programs and projects
• Initiates, establishes and maintain linkages with national and international S&T partners 

Section 3 - Program Monitoring and Evaluation and Program-based Information System (PME-PBIS)

• Coordinates, monitors and evaluates the implementation of national S&T plans in crops R&D programs and projects
• Translate crops research results into accessible and/or commercially viable products or services

For each Commodity Specialist / ISP Managers the following are the major functions/ responsibilities 

• Gathers information/data vital in program development and evaluation
• Initiates formulation and packaging of R&D commodity programs
• Prepares basic requirement related to proposal packaging including presentation materials and schedules
• Gathers and conducts preliminary data analysis needed in the development of concept proposals and modalities for resource generation
• Monitoring and Evaluation (Conducts Inception Meetings, Program Review, Field Visits and participate in AIHRs/R&D Symposium)
• Facilitates preparation of documents and requirements for budget release 
• Prepares IEC materials on crop technologies and information
• Facilitates the conduct of seminars/trainings and other meetings

The Finance and Administrative Division (FAD) aims to provide financial management, personnel logistics, property and records management, and general housekeeping service which are necessary to carry out substantive operations of PCAARRD.

FAD also aims to provide consultative and technical advice to various division/project on the matters relatives to financial administration, organization, and design and other decision making and management-improvement techniques. Likewise, it aims to adopt/ develop a system of efficient fund accountability.

• Monitors and evaluates on-going and completed forestry and environment programs and projects.
• Coordinates the packaging of technologies through the production of information, education and communication (IEC) materials
• Creates, modifies, and maintains databases.

The Policy Coordination and Monitoring Division (PCMD) principally spearheads the translation into activities of one of PCAARRD’s mandates – undertaking external fund generation to augment available but limited government allocations for research and development (R&D). It also coordinates agency/corporate planning and monitoring activities, as well as conducts system review and development.

Formerly known as the Planning and Development Division (PDD) prior to the implementation of the Rationalization Plan on June 22, 2011.

PCMD specific functions are the following:

• Develops short- and medium-range goals of PCAARRD and formulates appropriate corporate plans and research programs to support these goals;
• Monitors, assesses, and evaluates the overall contributions of PCAARRD with the National Agriculture, Aquatic and Resources Research and Development Network (NAARRDN) towards the attainment of the national development goals;
• Supports management activities by streamlining existing procedures and developing new and appropriate systems;
• Taps international sources of funds to support the national research and development systems and programs;
• Promotes and develops linkages to harness new adoptable and applicable knowledge and technologies from international research centers and other national research systems for national and countryside development; and
• Coordinates the planning and packaging of R&D programs of mutual interest to the Philippines and potential external fund donors.

The division has two sections:

The Corporate Planning Section (CPS) coordinates the development of short- and medium-range goals of PCAARRD and formulates appropriate plans and programs to achieve such goals; integrates and coordinates various planning activities of PCAARRD; monitors, assesses, and evaluates PCAARRD targets and accomplishments; coordinates the packaging of PCAARRD Corporate Plan (CorPlan) and Annual Report; and takes charge of the PCAARRD-wide annual review and planning workshop.

The Resource Generation Section (RGS) taps traditional/nontraditional and new sources of assistance; monitors and assesses status of foreign linkages and collaborative activities; receives missions from cooperating countries and assists Filipino scientists/researchers/research managers arrange their missions abroad to search for technologies/information that will aid in attaining the goals of the various PCAARRD ISPs; links with Philippine embassies abroad and foreign embassies in the Philippines to establish contacts and coordinate/follow up activities; and drafts Memoranda of Understanding (MOU) with other institutions for new opportunities.

The Socio-Economics Research Division (SERD) is responsible for planning, coordinating, monitoring, and evaluating the sociological and economic research of the National Agriculture, Aquatic and Resources R&D Network (NAARRDN). It also formulates and defines the R&D directions in the areas of Applied Rural Sociology and Agriculture and Resource Economics.

While the other PCAARRD technical divisions deal directly with physical commodities (e.g., rice, poultry, farm resources, forestry), SERD is concerned with the people who produce, process, distribute, and consume these commodities, and with policies and programs affecting such activities.

Macro in nature, SERD's socio-economic research program complements the various commodity programs in crops, livestock, forestry and environment, marine resources, inland aquatic resources, and agricultural resource management, and provides information needed for informed decision- and policy-making both at the local and national levels.

SERD operates through its five units: the R&D Evaluation and Monitoring Unit (RDEMU), the  Policy Analysis and Information Management Unit (PAIMU), the Socio-Economic Evaluation and Impact Assessment Unit (SEEIAU), the Agri-Aqua Business Unit (AABU), and the Gender and Development and Special Projects Unit (GADSPU).
